I think that the fake slomo was to show the punches connecting without hurting someone. For real slomo, they have to hurt someone at least a little. It's probably also meant to be a reference to Bruce Lee, who did play with the film speed. They were probably going for a Kindergarten Cop meets Bruce Lee thing, and it ended up as this.
