Lol, this is not sugar-free. Flour is a starch and starches convert directly into sugar after being consumed. There is more sugar from the flour-to-starch conversion than what you would add if it were a desert. The only solution is not to give snacks. Don't start a habit where the kids want snacks. They don't need them.
