I have the same issue and will be pulling the engine and splitting the crank case to replace the internals. I can update you on what I find when I get it open.

Good video, having exact same issue with a my CV493S Kohler Command 18hp engine. Thought surging was a dirty carb; took carb off, dipped it in Chem Dip, put it all back together with new needle and pressed in seat; surging no longer there but engine runs practically WOT, have to use choke to wind engine idle down before shut it down as I don’t want to just shut off engine at high rev. Update: Re-checked my carb throttle butterfly and sure enough, one plate screw vibrated out of shaft (due to me not lock tighting) and was causing the throttle to not shut all the way when throttling down. Ordering a new butterfly shaft was half the cost of a new carb on Amazon so going to just order a new replacement carb.

@@dufourrichard856 Nope, still rattles around in the muffler at times; I tried shaking it out of the muffler the last time I had it off for a different repair but it’s permanently stuck in there Lol. When I did my head gasket replacement, I could see on the head of the piston where the little screw indented in the piston several times before being sucked through to exhaust. I bought this mower non-running with a “running” Snapper of exact same model; previous owner was using it as a part mower to the “running” one. You can tell the original owner severely neglected the maintenance on this mower and after quitting running at around 690hrs was sold to the person I bought it off of.

Turn the governor rod that enters the engine the same way the throttle linkage would go for full open. In your video you turned it opposite the way it should go. That should solve your problem. If it does not help, you must open the engine again and make sure the small sleeve in the center of the governor didn't fall off again. That will come off if the governor rod moves to far. It's a poor design being upside down in the engine but it is how the so called smart people designed it.

It looks like you had it right the first time but I think your low idle screw was in too much. Also I believe you need to increase the choke position so that it cranks faster.

Throttle CONTROL LEVER in full position Throttle ARM goes full throttle (counter clockwise) governor shaft goes CLOCKWISE

Yeah, but... He did it correctly the second time and it over throttled like crazy. Guessing it's an internal issue and he needs to pull the engine.

Same issue I’m having on a cv14s! Adjusted everything external to the engine but she revs like a bat out of hell when done by the book…

Yup by the book, think I need to go inside the sump and change the governor gear assembly. That's all I can figure. I've already been in there once and you're not supposed to reuse that plastic governor gear once you remove it, you're supposed to use a new one.

I have the same problem no matter where I set the governor. So I'm thinking it's internal. Was a good mower except it had a small surging idle, so I found it was caused by the governor valve and tried adjusting it but things only got worse. But I'm slowly learning thanks to videos like this 👍

Mine ended up being the governor gear inside the engine. easy to replace just gotta pull the engine and the sump it comes out pretty quick goes in pretty quick. Those plastic governor gears I was told when they get overheated tend to fail and cause over revving

@@dufourrichard856 pulled the engine and opened the crank case, saw that the governor cap was off, (probably from me trying to adjust the governor from the out side), saw that the gear was wobbly and ordered a new one along with cap and washer. Put it back together and now runs smooth. Thanks for the video, it gave me the insight to do what was needed. It also was quite easy.

Did you fix your problem? I have the same engine, very hard to start, no throttle control. I replaced the carb. Any suggestions?

I’m pretty sure this video covers the governor Replacement. Sometimes if they get overheated, they will fail and it’s important to have a good one in there. If you don’t have any throttle control at all, it may very well be that internal governor failure.

I'm having issues too with this stupid design. I took the carburetor off to clean and now the governor will not pull the throttle back closed. Doesn't make sense to me.

Did you do any Governor adjustments? Are you sure you got the carburetor linkage reinstalled correctly after you took it off to clean it? Did it ever run well?

@@dufourrichard856 not yet. Also haven't started it yet. Need to put a battery in. Throttle linkage should be the same way it was before I removed carburetor. It used to run well, years ago. Sat for many unused. But it did have a very fast wide open throttle. But I used to think that's just how John Deere set it, due to it being a hydrostatic transmission.

@@gamingiztrolling2432 I installed a governor on a V twin Briggs today. I had installed a new sump gasket on there a couple days ago and when reinstalling the engine, the governor Fell apart. Sometimes they just get worn out. So when it was over revving, I realized what it happened and had to pull the motor and redo it putting a new governor in.

Ended up replacing the plastic governor gear assembly. It's only meant for or one time use. if you pull it out you have to put a new one in as it gets damaged every time you pull it out.. that's what it says in the service manual. It worked.

I don't believe you need a fuel mine is a 15 or spar and I don't have a fuel pump make sure there's no leaks in inline there are two positions in a carburetor one for the idling that's the one on the base of the carburetor not on the bowl I have said it on one and a half to two turns I'm thinking this guy has the top screw for the low speed idling set too high best to buy cat all the way out watch it when the screw leaves the where it's just touches that little plate that it's supposed to touch you crank it in idling should go up and then there's only one other thing that I know that I have experience is that the throttle cable position that's the cable that controls low speed and high speed of the engine needs to be loosing the housing of it and pull back and

Check the flywheel shear pin.

@@davidsnyder3478 if it was misfiring, yeah, that makes a little sense. But for over and under revving, usually governor issues.
