The gen 1 starters were actually fairly common pokemon in the pokemon universe. It's only in the games that you can't find them everywhere because then they'd lose value to the players as "starters"

Fun Fact!: you can actually get all 3 starters registered in the podex in gen 1 there is a glitch that I think if you take a pokemon to the upstairs as you hit save and is saving you reboot the device while savestating and rinse & repeat I believe it still registers that pokemon in the Pokedex!

red and giovanni vs blue, gold, lance, and possibly even oak if he were to temporarily come back to his old trainer career, would be tough but I'm sure the good guys would win in the end. I'd give Giovanni a Mega Mewtwo X with the armor from the movie, Red a Mega Charizard X, Blue a Mega Pidgeot, Lance a Dragonite, Gold a Typhlosion, and Oak a Mew.

Because bulbasaur squirtle and charmander are all actually common pokemon in the pokemon universe, they only made them rare in the pokemon games 1) to make them more valuable to the player 2) because if the player had all three starters they could finish the game with just those 3 pokemon
