On utility side - load are three type Resistive load which require active power and for Reactive(L&C) load it requires Reactive power for their operations. On generation side also Power is both active & reactive both. (field winding produces reactive power) So for the requirements of load we require reactive power and if reactive power is not sufficient then we provide reactive by Different means like capacitor,inductor bank and facts devices etc Reactive power is of lagging or leading type . On utility side generally we pay for active power only But in industry they pay for both active as well as reactive power,if any industry consume reactive more than limit then they have to pay tarrif ie extra charge for reactive power.

I think you can not call it humming. It is hissing and hissing only. Humming sound will come from an energized transformer. Under over voltage condition, humming will increase
