Normally he would be revived because he’s a mass of living chakra so technically he’d be able to come back over time, however, all his chakra was used to fuel Baryon Mode and it essentially all burned off kinda like how gas burns off in a cars motor. No, Naruto got 100% of Kurama after the fight with Sasuke, and at the end of the series Naruto got 100% of his power. His fight against Momoshiki, his power was reduced to 50% so thats why it felt like he didnt progress that much but in reality he did, and when he fought against Jigen he still used around 50% because if he used more then 50% he'll die, but in the end he used 100% which is Barayon Mode which ended up killing well Kurama.

you can't revive kurama even with the Edo tensei because orochimaru was able to revive Minato and the others with the Edo tensei they have bodies but according to Naruto franchise tailed beasts does not have bodies so there's no way to revive kurama even with the Edo tensei
