What I don’t like about this part is that they shoehorned it in. We see Phelp’s wife ONCE before this, and there’s no indication that he’s in an unhappy marriage. Him having an affair with Elsa comes out of fucking nowhere and it’s overall sloppily handled.

It is to show you don't actually know Phelps at all. You start off as this highly ambitious war hero, turned super cop but it turns out you're actually a PTSD stricken war criminal with the blood of both American soldiers and Japanese citizens on your hands. After Phelps returns home, his actions clearly haunt him but he is also too ashamed to talk about it with his wife, causing him to drift away from her. It's quite subtle, perhaps too subtle for a video game where the pacing depends entirely on the player but every case is basically just a slice of Phelps the professional. Whenever his partners try to be personable with him he is awkward and guarded. You sometimes get glimpses of the kind of man he actually is, but never the full story. The military flashbacks that play between cases do reveal there is certainly more to him than meets the eye. Elsa meanwhile is a German. Germany was basically completely destroyed in WW2. It can be said that she has also seen some shit, not to mention her own guilt she must've felt for being part of a nation that inflicted such suffering. Phelps is drawn to her not only because she is a beautiful woman but because he feels he can be frank with her about what he has experienced in the war. Perhaps the manner in which this story is conveyed was not ideal, but I don't think there is anything innately shoehorned about this particular plot point. Film Noir often has a male protagonist who falls head over heels for a femme fatale he knows literally nothing about. He is just drawn to her for some deeply personal reason he can't really explain. And because she is a femme _fatale_ , she usually proves to be his downfall too.

Roy spied on Cole before actually, when they went to the Blue Room to talk to Elsa, Cole did his questioning and then followed her home after later on, and Rog was outside her apartment. If you look closely there is also newspaper that shows the Chief and other guys in their office and Roy jumps in to basically tell on Cole without saying his name being only “war hero” as it’s mentioned often when Cole gets promoted thru the game basically snitching on Cole.

Cole cheating with Elsa is what kinda saved his life while working with Arson and taking down the government corruction for good. They would had killed Phelps if they didnt had anything else, like if he never cheated with her being such an honest cop and all, the only downfall is he died in the end anyway.....RIP

Plus the ending showed that the corruption hadn’t changed, and that it wouldn’t be until a few years later when Parker got in and cleaned up the department with little connection to cole’s work

It sucks, but it falls in line with his character. Phelps likely cared for his wife, but he didn't really have the deep connection. He still wanted to portray the image of being an upstanding, 'Johnny Do Right' though, mainly because of his experience in Okinawa. Phelps feels he received unearned commendation, but he couldn't discuss it with his wife

It was pretty disappointing that Cole cheated on his wife with so little elaboration as to how their relationship was. In some of his conversations with Galloway he even stands up for her when Galloway talks about how bad he thinks women are, so that would have told me he liked her well enough. I guess they wanted to give him some character flaws, which is understandable. Though I felt like the war flashbacks made him seem like enough of a failure, and adding this on top just made it even more brutal. Regardless though, that is not precisely why they demoted him. Phelps was getting relatively close to cracking their inner-circle of corruption, so they struck at the only weak place they could actually find to take him down. It was very opportune for them that Phelps was cheating on his wife, and with a German woman no less. I guarantee that they would not have cared too much if they were not trying to cover for their own sins. Donnelly might have cared since he seems to be a religious man, but even he is shown to have some level of corruption by the way he claims to beat prisoners and then there is that one cutscene where he "confiscates" the crate of bootleg alcohol. Ultimately I think Cole's cheating arc worked out because I do not think he would have gotten his closure and redemption from his wartime demons if he had not fallen so low. This was a great game overall. I would also like to add that Roy Earle is one of my most hated video game characters of all time.

He is one of the few characters that wasn't a bigot. He was close to a big breakthrough as far as the gigantic drug operation with surplus morphine. Corrupted officials did this and ruined his career. Say what you want but this was just a stupid plot device that Team Bondi put as an afterthought because they made Cole too likeable of a protagonist.

I played through this level a few times and I kept asking my if there is a way to prevent cole from getting demoted. Cause I played through and got all the questions right, 100% and still got demoted. Then I realized it's part of the storyline plot and felt relieved it had nothing to do with getting something wrong.

I had 2 main issues with this: we see his wife once (and one more time he says he's married), and the idea he's cheating is barely implied. Like ok he's hanging out at this place after work...all we see is him sitting at the table...and that's how you know he's having an affair..... The DLC cases where it was the temp bartender I remember from my initial playthrough and that was only one line of dialogue. I forgot Cole was married, something that should be way more relevant.

Well it was for the story, just kinda forced and unexplored, should've shown more of his motivations, what i inferred from her speech was that she always chooses selfish or avoidative reasons, "she couldn't handle it, your upsetting the girls" she never gave cole a chance, elsa liked him, talked about him, wanted him, cole was still wrong, but they should've shown why he was wrong, expanded the story

Probably felt bad for her first time that Roy slapped her. Seeing from Cole’s side she was a German woman that has to deal with racism due to hitlers destruction of Europe. Add the fact that Cole had seen a lot of awful things during war, it’s easy for someone like Cole to fall in love with her voice. Roy pretty much was setting up Cole. Others like Bekowsky took 5 years to get to traffic from patrol and then a bit more to make it to homicide. Phelps managed within months to reach from a simple police officer to Vice Detective. That gave Phelps false sense of security and the feeling that he could do whatever he wanted like Roy. Everything worked out well. Ironically the cheating bought Cole time and saved his family. If the “scandal” hadn’t happened, The chief would either sacrifice him or his family to make a distraction so he wouldn’t be discovered.

I replayed the game recently, and this still feels as out of nowhere as I remember it being. I wish we could have actually seen this develop. We didn't need a cutscene of them boning or anything, but couldn't we have had some buildup to this? Maybe seeing them spend more time together, inserting some flirty dialogue into the interview with Elsa, or at least in some way indicate that Elsa is interested in him before Roy sees him visit her apartment. Cole has no answer when he's asked if he loves her; that implies something deeper than a casual FWB situation. This needed more.

I love how Rockstar makes some of the most flawed protagonists in all of gaming history. And also how the story is not always a direct inclined journey but realistically knowing that things will not always end like an average movie that make you feel happy for the main character.

The ending is so brutal, his wife didn't want to speak to him, so he went for consolation to his not-so-secret lover. He went from apologetic to opportunistic attitude in a matter of seconds. You could say that he deserved it, he didn't feel wrong with cheating on his wife.

But it never said that he was in some unhappy marraige to even consider the adultery If we had known that he wasnt satisfied with his own marriage, then we can see to some degree as to why he would commit such an action But this came out of nowhere as if the writers expects us to somehow knew about his wife and children as well as Cole does Hell, Cole the whole time never was shown to be a womaniser in any way and always puts his job first, this was insanely forced

It’s a cool idea but it’s used for a twist rather than a character moment. There’s no hints towards it all and it just comes off as out of character for Phelps. He barely even comments on it.

It probably would've been done better if Cole was framed for it. Or same thing, but Arson was done earlier and Vice was the final desk. The latter, I can imagine that after spending some time in Vice, Cole would've been framed by the Suburban Redevelopment fund and became a fugitive and now had to stop them and clear his name.

Maybe instead of an affair, he was working with Elsa on her testifying against Roy to the IA. Have him working on a case against the LAPD when he gets framed falsely as a cheat and a crook, he can’t tell the truth as it would ruin the case and give his hand away against the LAPD. The framed him because he was getting close, they didn’t know he was intentionally targeted them (or they would have had him whacked). He couldn’t tell anyone, not even his wife because he was sworn to secrecy. But someone on IA gave him up. Even the watchmen who watch the police force for corruption ended up corrupt. Have a whole then who watched the watchmen?

The entire point of Phelps' character was that everyone sees him as a hero that he never was. Him having an affair may be unthinkable to the audience. But is it really that unthinkable? Many best people we knew have done something similar or far worse.

It was Roy, there was a cut scene after Cole went up to Elsas apartment when he followed her home after questioning her at the Blue Room, they were suppose to go see gangster Mickey in the day but Cole decided to the next day instead. Roy was waiting for him to show up

@@bdleo300Have you really watched the flashbacks? Or listened to the conversations? Phelps was never fine. He won a medal when in reality he made a mistake that got his men killed. He was the cause for Ira's insanity. He doesn't wanna talk about the war because he doesn't wanna relive the guilt for the fact that as dirty the antagonists were, he too is a hypocrite that is hollow in the inside. When Stefan asked him why he was shaken up by having to shoot a suspect, he replied that it never gets easy. Kelso was an honest man, true to his decisions. He would never deflect any wrongdoing and would admit to something if it means being the only thing worth doing. Ironically, he should be the true police officer, rather than Phelps because he is actually a hero.

It doesn't make sence to me, can a cop get in this much trouble and attention if there cheating on there wife or husband, I mean I'm not supporting the act, but that to me seems like a personal matter between the cop and his fiancee in court. I mean think of all the crimanals that they locked up especially because of Phelps, that did more heinous crimes Cole ever did and to be distracted from a whole white collar organizations, it just didn't make sence realistically, I guess Cole was known as a golden boy and somebody who can do no wrong but damn to get put down after having a great break through in a big organization, for the people is just ridiculous......

I’m with the majority of people when it comes to this, I don’t like that he had the affair cause it comes out of nowhere but…. What if it wasn’t an affair… we could have had be given something like, Cole becoming a close friend with Elsa, and she tells him how awful Germany was under the Nazi rule, and such. Cole is just being her friend, but Roy could have took photos out of context to make everyone believe he was in an affair when he wasn’t. Also, give the wife and kids more more personality and another scene maybe

Ugh I hated this part of the game. Could never understand what he saw in Elsa other than an emotional connection. Still was no reason to sleep with her. The game pretty much sucked after this and I liked Cole well enough before. In the end, I liked playing Jack much better.

This was near WW2 so him having an affair on his wife with a German was a big deal, also Adultery in general was a big no no back then. Not to mention she was a dope fiend so that would mean if she were ever involved in a case Phelps would be biased towards her. But when it comes to certain officers like Roy that were corrupt they jumped on this because they hated that Phelps was a goody two shoes and wanted him taken down.
