In the mid/post credits of Thor 1, he influenced Selvig to agree to work on the Tesseract for SHIELD, and Loki wasn't even on the same planet as Selvig. At the end of Thor Dark (but explained in Ragnarok), Loki enchanted Odin and wiped his memories (making him think he was just ordinary elderly human), and later in Ragnarok, he made Valkyrie relive her worst memory (Hela slaughtering her comrades). He just can't do that specific ability Sylvie has (for some reason).

The tesseract just allows Loki to teleport cause it has the space stone. He needed it to bring in Thanos's army it's also how he escaped. the collar does nothing to their powers, all it does is let someone use that controller to reverse them. thats why he could reverse the guard when he put the collar on her. theres no magic in the TVA. that was mentioned a few times in episode 1. it exists in a space that negates all magic, which is why the enchanting didn't work. also kinda a side note but the tesseract wasn't what loki used to mind control people it was the mind stone in the scepter that got put into vision.
