We didn't know the exact time frame but Furina implies that he has been around since the Archon War, which makes sense considering Folcasors knew about him.

@@Running-po1gp Spoiler : it's the archon quest Before the first descender arrived in Teyvat the Dragon kings like Neuvi were ruling Teyvat, then the archons thrones were created after the first descender / primordial one took over Teyvat. So they were supposed to be there before the archons.

But in the archon quest and the character himself tend to say he is himself the primordial dragon. Just that since he was reincarnated in a human form he lost a lot of his old memories about that era where the seven primordial dragons ruled Teyvat.

Even the Genshin Fandom wiki ("Dragon of water" article) puts him as the top image of the article. Saying it's totally wrong to say he is the primordial dragon is a bit of an overstatement. But whatever.
