If you count the population of whole Metro areas, you missed quite a few cities in Europe. London was mentioned, but there is als the Rhine-Ruhr Metro area in Germany with around 11.3 Million people or Frankfurt-Rhine-Main with 5.8 Mio. Or cities like Budapest, Madrid and Berlin.
