It is a running gag. The producer Michael Naidus is telling him to wrap it up because they are out of time. But Ferguson hates being told what to do, he "can't live by your rules, man!" So he drags out whatever segment he is doing by explaining in grand detail how they are out of time. Eventually they started showing the good-natured Naidus laughing and shaking his head, and he became a frequent part of the show.
