Chloe gives the possible justification for why Seth's ID could both look beat up and have hte NBCUniversal branding: assuming @scottscholtes4530 is correct on the dating, all Seth would need to do is have lost his ID at some point after 2004, in which case he would get issued a new updated badge but keep the old photo. Chloe said she's lost her ID a bunch of times without getting a new photo, and there you go.
