As a virgo, micromanaging is something I kinda struggle with. And I know how it affects my relationships throughout my life, I just could never (ironically) figure out a solution for my own issue with said micromanaging. While in general I agree that a boss should not tell the people what he would do right away, but support the people to come to their own conclusions, I personally found the questions of the "better dialogue" not that much better. I mean, imagine you come to your boss and he starts by asking "What do you want? Why is this important?" That certainly creates the feeling in me that he is actually asking "Why are you bothering me with that unimportant stuff?" You have to first justify why you are trying to talk to him. I would certainly prefer something along the lines of "Ok, sounds interesting, tell me more about it!" as the starting reply from my boss.

I do see your point. As a boss, I want an employee to come to me with a well-thought-out solution to a problem. We can go from there in fine-tuning it. But with a peer-to-peer dialogue, this could be useful. The questions could be a derivative of what she is using, but the outcome could produce positive results. I do believe she is right in terms of most people jumping the gun and not allowing the individual to process and refine their ideas. This is where we can learn from each other. But as a boss, I need individuals to come to me with at least a starting point with possible solutions, rather than playing 20 questions... That's not going to fly.
