I think it was more that for the longest time it was treated as a joke. People saw the awkward selfies with the uncomfortable teenagers, heard about the feet stuff, and went "Ah, it's the internet being the internet, seeing shapes in the clouds" Quinton even mentioned this in that last video. Hammering home the 'feet stuff' as a joke kind of devalued the clear evidence of him exploiting minors for what was almost certainly fetish content.
