This is just as late, but that's because freemode in IV was essentially supposed to be like a pregame lobby, you'd dick around in Liberty city while you waited for your mates to join, or for enough rando's to start a proper game type. The problem was... people preferred just dicking around as opposed to actually playing any of the game types.
