You don't need to chunk each version, you can instead use range requests on a single files.

Would you recommend using streaming video for a 1 minute landing page background video or would that be overkill? (The background video is a client request btw - I know how the community feels about them 😅)

I would personally ship just a single video as an asset given to you can keep the size down. Experiment with different compression to see what looks good enough while getting as small as possible.
