Life is strange is a smaller budget game, just over 5 million US dollars to make the first game. So they don’t need as many sales to even out. For reference, Triple A games can cost hundreds of millions to make. Final Fantasy 7 remake cost around 200 million, Horizon Zero Dawn was about 212 million, and Grand Theft Auto 5 about 265 million.

It has a pretty dedicated fan base keeping the game alive. A consistent fan base can keep you going for a while and most times its better for a company long term to just focus on keeping your fan base happy, or try to anyways

The reason she's using her powers, is because they changed - she can no longer manipulate the time; instead now she can traverse the Timelines. This was literally explained in the Trailer...

Chloe is not in the game, you apparently have a conversation with another character early on where you can pick how the events of the first Life is Strange played out, that way the devs avoided having to pick a canon ending for the first game and players can still be free to choose what they want. So Chloe is either dead, or at some point between the end of the first game and the start of this one she and Max went their separate ways.

Game canon is that Chloe died. The other timeline where she survives is in the comics.

The creators are honoring both endings of the game. So depending on your choice is if Chloe is dead or not. The creators said that NO ENDING is canon, so no the games ending in double exposure won’t be one ending.

On top of that, the Comics aren't even a result of the main game's endings - they are a completely seperate 3rd Timeline of its own, that splinters at the end of "Before the Storm" (Chloe and Rachel leave as they planned and Max is killed instead).
