I am afraid that most pastors today, even those who claim conservative Christian ideals and hold to the sovereignty of God, as well as the inerrancy, completeness, and sufficiency of Scripture, would still choke on these simple Biblical truths. Unfortunately, during certain points in History, the Church has ridden on Leviathan's back. We had to not only fight the beast, but also our supposed brothers sitting on its back and weilding its sword. (BTW, I am not singling out Catholics here, as certain Protestants have been at fault as well, while there have been more Catholic proponents of liberty than most Protestants are probably aware of.) This is where two-way seperation comes in. Yes, it is absolutely vital to keep the beast of civil power at bay according to its proper and limited sphere, but we also must resist the tempation to try and "overcome" Leviathan by attempting to put our own reigns in its mouth and thereby weld the body of Christ to the flesh of Leviathan. Such a monster dishonors the proper role of God-ordained civil rule, and grotesquely distorts and perverts the Kingdom of God. We must cut off Leviathan's creeping tentacles when they cross beyond the proper sphere, but we should not expect to conquer or slay Leviathan by turning the Kingdom of God into the Kingdom of man. It will be with us until the End, at which point Christ Himself will do the honors. None other is worthy.

The tension for Luther and Lutherans is that conscience is and ought to be bound by the Word of God. And God rules the Kingdom of the Left Hand by the sword, but he rules the Kingdom of the Right Hand by his Word rightly divided in Law and Gospel. The conscience is and ought to be bound by the Word of God. In addition, Lutherans take seriously the Lord’s prayer for the unity of the church. Lutherans take seriously the idea that the office of the holy ministry exercises authority given by Christ to the Church to bind and loose, to forgive sins and withhold forgiveness from the unrepentant. So for Lutherans the Church does have a role to play in the binding of conscience - not by force, but by a right and proper administration of God’s gifts.

The separation of church and state is a separation of powers. A separation of powers is a prerequisite for checks and balances. The civil authority wields the sword against those who do evil, and the doctrines of the ecclesiastical authority define which acts are evil. ... Common law structure is founded upon this separation of powers. In economic terms this separation of powers also permits a specialization of labor. The civil authority uses the sword when someone does evil, but they bear no obligation to make people do "the right thing". This minimizes the risk of civil unrest or political turmoil due to perceived oppression. The church/temple can teach the highest virtues without compromising them down into something which can be enforced.

They need to fix the price of medicine before they do this. They can't even guarantee pensions will be paid, social security keeps dwindling because of declining birth rates.
