In your instructions: “Bake …for 30-35 minutes, top/bottom.” Are we supposed to bake 30-35 the top and 30-35 the bottom? Please clarify this. I’m eager to bake these buns . Additionally, when do you place the boiling water in the oven. I’m assuming you do it when you place the bread. Please reply at your convenience.

They cover the dough so that the yeast inside the dough works better and we have a better dough👌

The towel traps the heat generated by the yeast. So does plastic wrap a little, but it keeps the dough from sticking to the towel.
