I think that is reasonable justification for stopping that guy, what if the next stop sign he ran had a vehicle coming up the side street at the same time - it could have saved his or the other person's life (if they swerve to miss him and have an accident)

To answer the tattoos question: yes, those are a kid's drawings. His son's, who is dead. I totally respect him having his child's drawings on his arms. I can't see myself getting a tattoo for any minor reason, but if I went through something like losing a child, I might get his/her drawings tattoed on my arm, too! My parents lost a son before I was born, and my mom thinks about him every day, and what he might be doing in heaven. Edit: the first time I looked this up, about a year ago, I read a lot about his son dying, and the stories repeated the same details. Now that I've looked it up again, I can't find anything about it. So that makes me wonder if it was just urban legend, repeated until everyone thought it was true. If you find any evidence for or against it, feel free to comment.

A manufacturer certificate of origin is pretty much a title. Here in South Carolina, we use those to title dirt bike, we don’t register or make them street legal. But we do title.

I get towing it for no insurance but the fact that the police can just seize it because they think it might be stolen and not actually prove that it's stolen seems like an overreach.
