The big problem with Russia is that its such a huge country with a lot of old soviet infrastructure that at one point will fail since they won't have money to rebuild them. So damns, bridges, tunnels, even buildings and other infrastructure are undermaintained and due to repair already. Just go to any smaller (100k residents) russian city and you will understand what I am talking about.

Ten times the number have needed evacuation in Kazakhstan, and now Putler is grovelling to them for fuel. Maybe not opening sluices into Kazakhstan in an attempt to reduce the self-inflicted flooding in the terrorist federation would have made the Kazakhs better disposed towards their thuggish neighbour to the north, but I think that ship sailed a long time ago.
