Not a god. God wouldn't need to use a "Wish" spell. If anything, her using it only proves that she's nothing more than a a lvl-20-Führer-murderhobo, and an incredibly petty one at that- whenever you cast Wish you have 33% chance of never being able to cast it again, and yet she was going to risk losing that power, just to prove a point to a random bunch of adventurers that hurt her feefees.

​@@figa5567 I think DnD lore is kinda nebulous on that as well. We know mortals can "ascend" like the Raven Queen but she kinda took the divinity from the old god of death. Vecna and similar liches wanted to be gods but often just stayed powerful casters with a following. Where exactly the powerful lich ends and a real god begins is probably up to the DM/Writers.
