Parody is a form of art, and parodying pieces of media is just another way for their legacy to continue on. They would not have chosen to parody it if it weren't the cultural landmark that it was. The council is foolishly overlooking the tremendous feat his piercing accomplishes: Jack Black knows a smith who has tools strong enough to cut the ring so he could put it through the piercing. Just the act of splitting/breaking the circle probably already killed Sauron; if not, he could most likely finish the job if they all agree to pay for a piercing or tattoo or something.
