Cui Bono should only be applied once you know for sure that something was set in motion intentionally and are trying to determine who. I assure you, you don’t know what your talking about, this was a 1m wide main, and it took multiple hours of isolations in more then 3 areas over 2-3 hours to isolate. At that volume and pressure of water that’s plenty of time to flood out 8-10blocks

It’s been years and years and years right since any water problems? That’s the problem. Age of the materials that they use back then things are all breakdown overtime and I bet if you investigated how old do what materials they use the Calgary and what materials they used in Montreal that you would find out that it was about the same time frame same materials being used. The people that put in these water mains are long gone and so the Earth is shifting maybe millimetre by millimetre but it’s still moves and things just break eventually.

Water main breaks happen literally all the time in Montreal. This is far from a new issue, even though this one was very bad. In Pointe-Claire (west island of Montreal), water mains broke every bad rain storm. Every single home in my neighbourhood had a rectangle cut out of the road in font of their home from the city digging up to repair a broken main.
