I think a lot of people misunderstood that scene, it mako wearing a uniform doesn't max out it's stats, it max's "potential" aka efficiency. Take gamagori, he is VERY strong, so he is able to fight even without a uniform since he has enough strength to do so. However mako is so weak that she is only able to fight WITH a uniform. That's why mako had her uniform made first towards the end of the anime, the goal was to reinforce what little numbers they had, aka "strengthening the weakest chain" The elite four were ALREADY fighting without their uniforms, meanwhile mako had 0 ability to fight. so instead of making 1 elite four uniform in order to make someone better at fighting, they instead gave mako the first uniform since it will give her the ability to fight. So they would have 5 people fighting instead of 4. This would give the uniform an efficiency of 100% aka maxing out the uniforms "potential" Tldr: Mako's uniforms POTENTIAL/EFFICIENCY is maxed out, not the stats.

Booo, bad taste. This is one of the best episodes. It does a ridiculous amount of world building, advances the story, and really develops Mako's whole family as characters. Not to mention giving us a better idea why Satsuki is so fascistic, she thinks people put their own base desires ahead of anything else, making them nothing more than animals, a herd of pigs that need to be led. It's also got a ton of fight scenes and is so big that the story takes up the closing credits too. Great episode.
