Seems like that an older Safetran S-20 Gate Mechanism. What its doing is called "pumping" and it usually happens when the hold clear fails.

I’ve seen that same thing when the crossing gate jiggles back and forth it’s kinda like it’s having a seizure lol

Seems like the mechanism was struggling to keep the gate up. Not sure if the weight was off balance or if it was something with the mechanism itself.
