I debated this topic last Friday, out of all of the PF rounds, pro have not won once haha. The majority of pro arguments can be refuted by an even stronger con counter. Ex. Growing sports incentives -> 1. Shutdown of D2 and D3 athletic programs, 2. International Students cannot join. It is really hard haha.

isnt the last contention that neg can run against pf rules of not offering an alternative, i dont understand if you can run it

NSDA rules say you can't read a formalized counterplan or plan. So if you said we're gonna do this bill, which costs this much money, enforced by this agency, at this time, etc. Then that would be against the rules. Generalized solutions are allowed.
