For info SOLAS requirement for steering gear is 35 to 30 in 28 seconds. Not 35 to 35

He meant the command signal or order from bridge is an electrical signal to actuator in steering gear room which maybe, telemotor or electrical solenoids valves.

An electro-hydraulic steering gear system uses both hydraulic pressure and electronic controls to operate the steering mechanism.
