Yes. Baby Sea Otters have no idea they are buoyant. It also probably surprised him because he is naturally born with a pot belly. He's essentially the shape of a loaf of pumpernickel bread, that ate two loaves of pumpernickel bread.

Actually I think they can because the chances of Joey getting adopted by a wild otter mommy out in the wild who isn't his biological mommy is next to zero so he will probably remain in human care forever and become an ambassador of some sort so there's no fear of him being too comfortable with humans.
