Is there any way to cancel orders, or are you 100% committed the moment you click?

If you place a market order it fills instantly, there is no cancelling or refund and you pay a fee. If you set a limit order by choosing price then until that order does not get filled in you can cancel it. Also on limit orders if you were buying say 1 btc (or any amount) and the order started to fill but you then cancel you will find that a part of it filled and a part of it cancelled. This will be plain to see on gdax 'open orders' and 'fill' sections of gdax on your trading screen.

When using USD, does buying "BTC/USD" saying that BTC will perform better than USD and vice versa for selling?

That's right. BTC/USD is said to be the price of BTC in terms of USD. Suppose the price of BTC goes from $5000 to $6000. This tells us that BTC's value relative to USD has increased, i.e. BTC/USD performed better. This is true for all currency pairs, e.g. EUR/USD. See: www.bloomberg.com/quote/EURUSD:CUR
