Unless legal action is taken it's between the NFL, Steelers, Browns and all parties involved . The NFLPA will also be involved. If Mason Rudolph decides to file suit he has video evidence of a player hitting him with a helmet clear proof. The disciplinary committee will decide the punishment. The commishiner will have to sign off on it. In all likelihood the commitee will speak with the NFLPA and they will negotiate what they can agree is a fair punishment for all parties involved. However if any of the parties involved decide to file suits. Then that's a whole other story. Ultimately it's in the hands of the person or people who makes the final decision.

The helmet incident was certainly inexcusable! Look closely at the video...Mason Rudolph expressed his disdain, tried to remove Garrett’s helmet, and then kicked Myles Garrett in the crotch several times, once lifting Garrett off his feet before Garrett yanked Mason’s helmet off and hit him with it. Sun Down while I agree with max that Mason Rudolph deserves some sort of suspension and people need to be talking about that I think he’s being completely idiotic when he says Garrett only deserves a 2-4 game suspension. It seems to me like people think it’s ok that Garrett did that because Rudolph wasn’t hurt but it’s not the outcome that matters but rather the intent. When Garrett swung the helmet his intent was to injure Rudolph. He was lucky enough to hit him with the softer part of the helmet but that still doesn’t excuse anything. He could’ve very easily split Rudolph’s head open and everybody would be in agreement that he should be charged with assault but since he managed to get lucky and not seriously injure Rudolph everybody is acting like it’s not that bad
