I really hope, you are not going rid of the old symmetry tool. This new one is so awful to handle. Two clicks with the old: trial and error with the new one.

I'm using cinema 4D 2023.0 and I can not rotate or scale spline point tangent with rotate tool and scale tool anymore. Has this feature been removed?

no it's a bug Just update to the latest version. 2023.1 " Fixed some issues with Bezier splines when rotating their point tangents "
