I'd say you are probably right about the place where to look for those "really fast cars that are also heavy" - the armored limousines that presidents, sheiks etc have available would probably the target market of those tyres. Those cars are extremely heavy from their bullet proof (or even bomb proof) frames, and often are built to go surprisingly fast if needed. Off course not the US president's car(s) since they feature full rubber tyres, but I guess there is enough of a market for a specialized company to develop tyres for.
