Noir was a preorder code bonus skin (that's why whoever didn't use it sells like hot cakes). On release I'm pretty sure there were very few legendary skins and they were all about the younger version of characters: human reaper, young soldier, young reinhard, trailer bastion... Either those skins were there since day one or they were the first legendary skins
