Obviously it would've been their ORIGINAL fans that saw them live, and bought their first EP. Obviously you and I can't relate to that, but it happens to a lot of bands. Green Day were not welcome where they were from in the Oakland area after they signed with Reprise for example. I agree with most everything you said with one exception. Tool does not tour that often. In the US they usually do one major tour for each album. They might have another tour a year later or so but when each album is 5 years apart, when Tool come to your town you see them simply because you have no idea when they are coming back.
