Well, see, there they were talking about the dog, so it's not targeted. She's not threatened. There is a common neutral ground. Pretty Puppy. Now if someone drove up to your sister and said, "Those are pretty puppies!" I think that's a different kettle of fish.

There is ONE way I know of to express romantic interest when you're driving and your target of enamoration isn't. You've got to crash. You have to become transfixed in wonderment, and then plow right into a tree or wall. And then when they look in shock, you manage a shy wave before you pass out at the wheel. Bonus points if you can get the airbag to deploy in your face while you wave.

guys need to realise that women that every women- ask any woman you know mother sister friend "I want to get perspective, have you ever felt unsafe or uncomfortable around a man" you will get a yes. Either getting eyed up and down when you're 8 or 12 or any age, or being stalked, or being gropped, or being cat called out a window which is frightening bc you're being shouted at, or just a list of things that make everything else worse if women didnt have to go through any of that? cat calling would simply be annoying, something to eye roll. But theres 12 year olds I've even heard like 9 year olds being cat called sexually at such a young age women are treated like shit BUT even if it was reversed and women were doing this to men which occasionally they do, with groping or cat calling for irony, or hurting bc "a man can take it"- that's not okay too None of it's okay People need to realise that unless the person is able to have a way out, and it's not at work or they are busy doing something- DONT DO IT I'm sorry if you think that person is hot but you're going off looks and know nothing about them I feel the MOST you can do is if someone is at work you can give them a little piece of paper with your number and tell them no pressure Something in passing, something they can ignore, that they dont have to react to, and on your way out so that they dont have to be face to face with a situation that they might feel uncomfortable in Listen to these good Boys!
