Think it shows how much Billy likes Paul here... Cause when Billy was with Todd he hesitated about sleeping with him and wanted to wait saying its how he's always been... Here it seems like they've already done something... Character development or proof he is more comfortable with Paul than he ever was with todd..(never liked todd anyway)

Well, one could also say that since Billy told Todd he wanted to wait because having sex with someone was a big deal for him. It could mean that sex with Todd was a big deal, but it wasn't with Paul so he had no problem being 'easy'
