That's a foresight slash (ZR+A in the middle of a combo) to a Spirit round slash (ZR after your foresight slash connects). Or in this case, it's a spirit upward slash. You unlock the Upward spirit slash combo by completing the 6* hub quest "Learning the Long Sword".

Idk the exact part of the weapon line offhand, but if you ramp up a weapon then upgrade it it keeps whatever ramp up. The silkbind boost should be on a previous weapon before upgrading into Tigrex. Same for any weapon/tree.
