Founders saw this as a confederation of Sovereign States, not a single State. Articles of Confederation, written before fighting war for independence.

The Hillsdale College student introducing Goodwin notes that she is "a Poltiical Science major and a political junkie." And then relates that Goodwin (and this is how she pronounces the following name) is "the co-author of "I, Coke" --- the 1985 unauthorized biography of New York's former mayor, Edward I. Coke. Please join me in welcoming Mr. Michael Goodwin." That famous mayor's name was Edward I. Koch. And she pronounced his name: "Coke." Why, you ask? Ah, to be in Michigan at Hillsdale College, and not know anything about New York City politics. Yes, Michigan --- where the only way anyone pronounces the name Koch (as in the Koch brothers) is "Coke." But in the rest of the country, everyone knows that the name of the three-term New York City mayor of the 1970s and '80s, Ed Koch, is pronounced "Kotch." The student said she was "a Poltiical Science major and political junkie"--- but apparently never took a few moments to watch even one news report or speech by Ed Koch (or Ed "Kotch" as the name is pronounced) --- because then she would have pronounced his name correctly. That is, the name of one of the best-known mayors of the 20th Century. It's tough to be a sheltered mid-westerner when talking about New York City politics. Kapish?
