Also, Mick has spoken about this song in an interview, where he mentioned that a lot of his friends didn't catch the insane allitteration at first, so the meaning of the phrase also comes into play here, because you have to be on your p's and q's to even get what he's doing (the allitteration)

I just heard these songs by Bumble breezy and all I can say is that you really over exaggerated the quality of his music. It’s not that good. Rapping fast does not mean it’s good.
