As a retired LEO - this officer really pisses me off. If I was his supervisor and saw this video, he would be immediately reprimanded. It is not an officer's job to talk the victim out of pressing charges. If a crime has been committed, the job of the officer is to take witness statements and verify damage. Conducting a valuation of the damage and suggesting its only $25 worth is inappropriate; further, if a wiper was yanked off with any kind of force - there is no telling the potential damage to the actual mechanism of the wiper and its wiring. This is why you conduct your investigation, gather all the information of parties involved, and then file charges upon completion of the investigation when the paperwork of actual cost of repair returns. At the end of it - there is a difference between criminal mischief and criminal damage to private property.

Years ago my wife and I were visiting her family in another state. Guy pulled out infront of us and I was unable to completely avoid hitting him. The at fault driver had no license, and no insurance. He was allowed to drive away from the scene. One officer doing the crash report told me that my damage was minor and I should be able to drive away. I had a feeling it was worst due to the camber on the drivers front wheel. While he was still there I crawled under to inspect and the lower control arm was snapped in half. Cops are not mechanics. Most aren't even mechanically inclined. If you don't know, you shouldn't talk.

Let's take this one step further. If someone were to kick my car and damage it, I'd press charges specifically for the police report number. I'd take the car to a dealership to get it fixed, even if it costs me far more than an aftermarket shop would. Go ahead and pay to get it fixed, get the receipt, go to the local state crime victim's compensation fund, and file for reimbursement. Why? Because the perp then gets saddled with the extra order for restitution that sticks for 20 years, except instead of me having to pursue it privately, the state fund pursues it with far more resources and tenacity than I have.

They can tell you what THEY would do but ultimately the decision is up to you. @@pauljordan4452 Assuming the motor has to be replaced, obviously depending on the extent of the damage, since it was the back door/lid, in most cases you have to remove the interior panel to access anything electrical. There is the time to diagnose the issue/extent of the damage, the time to remove what's necessary to be able to diagnose the issues, and the time to actually repair/replace the damage components. Keep in mind that a lot of shops charge labor by the hour, anywhere from $125 to $250. The time put into the car to do all the diagnostics, the time it takes to do all the necessary repairs, the cost of parts on top of the labor time, doing such a job could easily cost $500. Just to throw out there, most fail to recognize that the labor hours are largely determined by what the manufacturers say. The motor could be broken, the actual housing itself is a hundred bucks. The labor to have it fixed is probably about a hundred bucks, too. His car's value is decreased because of it. His car in the shop to have it fixed is at least a day he can't work. This "only $25" could easily wind up costing him close to a grand. If she had ripped the wiper off of HIS vehicle, you can bet your butt that this cop would've happily done all of the work necessary to charge her. The bottom line is, what he was really saying to the victim was: _"Sorry, but I don't feel like doing my job."_

The wiper blade alone is $25. The wiper arm is probably $70, the electrics easily around $200, and another $300 for labor, since the liftgate would probably have to be removed and disassembled to service the electrics.
