Because is mostly a local phenomenon, that area is full of africans because there's a lot of badly paid jobs in the greenhouses and some owners don't ask for papers if they can get cheap labour. It's also the southern coast where everyday tens or hundreds of small boats arrive at the beaches full of migrants. You also see lots of africans in rural areas for fruit picking during the season.
