No. That’s not how it works lol. For 1, nobody can even estimate how much stronger his cells made Madara. For 2, without any enhancement at all Madara was still known as far and away the second strongest ninja of all time. Hashi was the only one who was stronger. Without extra cells, a new dojutsu, and whatever other enhancement Madara was him. Even after he made play play with everyone he came back to life and Hashi said “he’s returning to his normal strength” meaning in Edo form he was weaker.

It's actually a fact that characters like Madara, Itachi, and Jiriya were canonically too strong for the story. Itachi dies because of bs disease, and Jiraya dies due to sneak attack and lack of information on the enemy. Naruto would've never beat Pain in the situation Jiriya was in.
