Actually, yes it is. The CPU's have rubber band AI, which is why they're going at impossible speeds. They don't do that in a normal gameplay.

You appear to be confusing TAS with an AI, they aren't the same thing. You said it yourself, Tool ASSISTED Speedrun - A player uses tools provided by an emulator to craft the perfect run. The video in question is just the game playing back the inputs that a person has made in order to produce the highest score, or fastest time. It's not meant to be a showcase of skill, but rather an entertainment piece that shows off what is possible in a game without human limits. That's the difference between this and an AI, where a neural network slowly learns how to play the game until it reaches a level humans can't replicate: There is zero human input in an AI, you just write the code and then let the network do its thing, rather than meticulously check each frame and see what the optimal move is.
