A mom in Northern Virginia says she keeps getting fined for HOV violations for using the Interstate 66 Express Lanes, even though she has her 6-month-old twins in the backseat. The trip is supposed to be free if there are three people in the car. She shared her frustration with Transportation Reporter Adam Tuss.
