Isn't it strange how no other municipality along the Riviera has ever sought the same status as Monaco? I mean if you look at how much foreign money the idea of exclusivity brings in, I'd think that the government of Italy might be persuaded to secede a patch of land on it's coast for a couple hundred billion Euros and a good trade deal.

Why not build a floating off shore island? Floating concrete platforms that wouldn't disturb the seafloor, would handle storms, waves and rising seas. They are already building floating buildings in the Netherlands, I'm sure Monaco can afford to build much larger ones. Note that it would add more coastline without blocking the views of the buildings already on the shore. While they wouldn't be building much higher than 10 stories or so, they would have basically unlimited room to expand seaward. Cover the buildings with solar panels for power, put in rain water collection and storage systems for fresh water, and most of all, put in a public transit system to avoid wasting space for roads (though you could make it two levels, with the lower devoted to a road network, utilities, docks for both commercial and private ships and boats, as well as storage space or even indoor vertical gardens for fresh local foods). They could easily double their useable land area - using mass production technics to build the floating blocks, then built on top of them just like you do on land. Add in lots of trees and walkable space, along with very high end housing. You could even design the blocks so that the underwater parts would act like reefs - encouraging sea life to thrive. A floating version of Venice, as it were.
