Well it's not only for noise disturbance. They were playing Rap (which is illegal in that world), Jin throwed a bottle very close to police officers which was probably labeled as an act of agression against the police, they resisted the arrest, and Jin also tried to pick a fight with the person that was taking their mugshots. So yeah, all of that combined probably doesn't give you a light sentece :v
