The visa situation seems complicated

It definitely is a bit. Of the southeast Asian countries I’m told Thailand has some of the most difficult visa procedures and restrictions.

Why Laos for visa ? You can't do a visa in Thailand ?

Yeah, it’s weird that way. For the tourist visa, it has to be obtained in another country (often your home country).
