He's not a giant idiot, he has an extraordinarily keen battle sense and perception, while being able to assess the situation and adapt accordingly. It's easy to see him as a brute, due to the power of One for All being overwhelming most of the time, and there really isn't a reason for All Might to NOT just charge in and take care of everything since he can, but the times he has been challenged he has shown those intelligence attributes. In the fight vs the USJ Nomu, he knew the opponent was one that was perfectly designed to counter him. He tried at first to counter this by burying the Nomu in concrete, but that plan was smashed by Kurogiri's unexpectant intervention. After that, he assessed the enemy (Shock absorption not nullification) and judged the only way out of this mess and with his dwindling time was to simply overpower the Nomu's quirks, beating out its regeneration and negating his shock absorption. In the fight vs All for One, All Might truly met his match one more time. At his wit's end, he found renewed resolve by orienting the stakes of his fight not around the world's need for a symbol, but by Midoriya's need for a mentor and a guide, promising that he'll be there to raise and train him. After seeing that he couldn't overwhelm AfO's quirks (his punch was negated and his arm crushed at their clash), he switched the power of One for All to his left arm, utilizing -uncharacteristically, yes- "little tricks" and closing the distance between himself and his opponent and landing a hit. Having caught All for One by suprise, he deals the only attack he judges could actually stop him, unleashing every last bit of power left by One for All in one super massive blow, tricking AfO again by using his broken arm (adapting Deku's reckless tactics in the process). There is indeed a common thread in those two fights; All Might overwhelms and overpowers his opponents. He isn't a tactician or a strategist like Deku or Sir Nighteye, mainly cause he doesn't need to, but that doesn't mean he isn't intelligent.

There are more schools in the test other than UA, Shiketsu, and Joke's class. There are 1500 people in this exam, so I don't know why you would think that all of them come from 3 schools, especially given how small the UA classes are. In case you're wondering, Todoroki fighting against the ninjas and Momo, Jiro, Shoji, and Tsu fighting the Intelli group is all filler. It's not my favorite part of the series, but I get what they were going for. The writers were trying to show the impact that Midoriya and Bakugo have on their classmates, and it only gets better as the series goes on. This is also the part of the story where it gets some explicit attention that Midoriya and Bakugo have parrallel journies to go through, made apparent by their fight at the end of the arc (my second favorite fight in the series so far).
