my guess is that he thought he was in love with shizuku because she was the first girl/person to actually be kind to him and at first, he "fell in love", until he noticed he wasnt and just wanted to be friends tbh, thats why he said he liked her, as a friend, i think

Shizuku's feelings for haru at this time is already romantically inclined. Haru on the other hand didnt realize it himself until oshima asked him and according to miichan also Haru just dont want shizuku to leave him incase their relationship goes further coz he is scared to lose her.

If you read the manga you will understand Haru's pov more along with his backstory. What shizuku feels about Haru is a cute little love as they are in their teenagers faze. But to Haru, Shizuku is more than that, she is the first person that made him feel like he's not an outcast and he can do much better (he said she is his hero because she literally light up his world and help him get through the traumatized to return to school). His feelings for her is love but in more possessive and obsessed way. This is why Haru always tries to restrain himself when he around shizuku as in he doesn't want to come out as a possessive and obsessed person which make shizuku uncomfortable and scared people around. He also told shizuku that he has always tried to control himself as he constantly misses her and his intrusive thought is that he can see her everytime everyday even if he has to mess up her class or disturb her. So when he said different he meant that his feelings are so strong that shizuku might scared of it if he shows it all out. It not just a simple love story between high school students. Shizuku has more weight in his heart than she thinks. This is also why he said he had inappropriate thoughts. It's bc he loves her sm to the fact that he wants everything of her and would do anything for her.
